
Kevin Morrison served 21 years with the United States Department of Transportation, the majority of that time as a Special Agent with the Department’s Federal Motor Carrier Safety Administration (FMCSA), the Federal agency responsible for Commercial Vehicle Safety and enforcement of the Commercial Driver’s License (CDL) Regulations.
In addition to holding positions as a Safety Investigator and Roadside Inspector where he conducted compliance investigations in 8 States, Kevin served several years as the Hazardous Materials Program Manager for the Agency’s North and South Carolina Divisions.
Kevin spent the last 11 years of his career as the State Programs Manager and second-in-charge of the FMCSA’s South Carolina Division where, among other duties, he provided Federal oversight of the State’s grant-funded Commercial Vehicle Enforcement, New Entrant Safety Audit, Compliance Investigations, and Commercial Driver’s License (CDL) Programs. His position also required that he ensured enforcement of the Federal regulations that pertained to CDL training schools and secondary school transportation systems in the State.
On a National scale, Kevin regularly served on several of the FMCSA’s internal workgroups such as the Hazardous Materials and the Passenger Carrier Technical Assistance Groups (TAGS) and he annually participated on the FMCSA’s Federal grant application review panels where he reviewed over $240 Million in grant applications that were approved for funding.
Upon leaving the Federal government Kevin established Commercial Transportation Safety Associates (CTSA), a company which helps private trucking and bus companies and State agencies comply with the Federal commercial transportation regulations.
Kevin provided Federal oversight of South Carolina’s roadside inspection program and maintained certification as a Federal roadside inspector.


While with the Federal Motor Carrier Safety Administration, Kevin received the Administrator’s Superior Achievement Awards for outstanding work from Annette Sanburg, FMCSA Administrator during the Bush Administration and again from Anne Ferro, Administrator during the Obama Administration.
Kevin received the Secretary’s Award from the Honorable Ray LaHood, Secretary of Transportation during the Obama Administration. He awarded Kevin for assisting small businesses with compliance with the DOT regulations.


Former FMCSA agent Kevin Morrison developed the Gold Star Compliance System (GSCS) to address a major gap in the commercial transportation industry—regulatory confusion and the absence of clearly defined standards for what an effective safety and compliance program should look like.
Many motor carriers operate in a reactive environment, attempting to meet regulatory requirements without a structured framework that ensures consistency, accountability, and measurable results. At the same time, insurance underwriting has evolved, placing greater emphasis on demonstrable risk reduction—yet most companies are not equipped to clearly communicate their safety efforts in a way that resonates with underwriters.
Through years of experience working with carriers, it became evident that companies were not effectively engaging in a two-way conversation with their insurance providers. Even those making meaningful investments in safety and compliance often struggled to articulate the strength of their programs, the controls they had in place, and the results they were achieving. The GSCS was developed to solve this problem.
After successfully helping companies secure improved insurance rates—and in some cases, obtain coverage when it was otherwise unavailable—it became clear what insurance companies are truly looking for: structured, proactive, and verifiable risk management systems.
GSCS provides a defined framework that aligns motor carrier safety programs with those expectations. It not only helps companies implement the types of controls and processes that reduce risk, but also equips them with the ability to clearly demonstrate and communicate those efforts during underwriting.
